Operation Quay:
4-Week Compliance Crackdown on Container Transport in NSW


The National Heavy Vehicle Regulator (NHVR) and NSW Police will be conducting a four-week targeted compliance operation focusing on shipping container transport operators.

What’s Happening?

Over the next 4 weeks, inspectors will be carrying out roadside checks on:

  • Load restraint – ensuring cargo is properly secured
  • Vehicle roadworthiness – mechanical condition of trucks and trailers
  • Driver fatigue compliance – work and rest hour adherence


Why the Focus on Container Transport?

NHVR data shows that containerised freight poses unique safety risks, including load instability and potential rollover. While several parties are involved in the supply chain, roadside inspections naturally target the transport operator in possession of the container at the time.


What This Means for You as a Harders Customer

Although packing standards for imported containers are usually determined overseas, Australian Chain of Responsibility (CoR) laws mean multiple parties can be held accountable for non-compliance – including importers, logistics providers, stevedores, and transport operators.

To help protect everyone in the supply chain:

  • Ensure overseas suppliers follow proper packing and load restraint standards.
  • Provide Harders with accurate and complete consignment information before container collection.
  • Respond promptly if we request packing details, load plans, or other compliance information.


If a Container is Found Non-Compliant

The transport operator is the first point of enforcement, but penalties can extend to other responsible parties. If issues arise:

  • We will work with you to identify the root cause.
  • Prompt corrective action will help demonstrate compliance and may reduce potential penalties.
